Councillors today received an update on the process to protect land for the proposed Mass Rapid Transit (MRT) network.

Mass Rapid Transit (MRT) is a high-capacity, quick, frequent and reliable public transport service that operates on a dedicated route, largely separate from other traffic.  

Work is underway on the route protection process required to secure land for the proposed 22km route between Hornby to Belfast, via the central city. Route protection involves identifying any additional land needed for MRT and securing it through a legislative process to prevent future development.

General Manager Strategy, Planning and Regulatory John Higgins says the focus is on using publicly owned land wherever possible, although some private land may need to be designated to protect future options.

“Where land designations are required, we’ll follow the formal consultation process set out in legislation. This would involve us working closely with property owners and stakeholders during the process.

“It’s important we plan now for the future. Mass Rapid Transit is a generational investment that will support the city’s growth, manage traffic congestion, and improve how people get around.”

Under the Resource Management Act, the process would involve the Council lodging a Notice of Requirement which would be publicly notified and open for submissions. This would be followed by hearings, with a final decision made by the Environment Court, subject to any appeals. Once confirmed, the Council’s District Plan would be updated to include the new designation.

Mr Higgins says proposed changes under the Government’s Planning Bill may affect how designations are confirmed in the future, but the work to identify land requirements remains a priority.

“Regardless of any procedural changes, confirming the land required for MRT is our current focus.”

Technical work currently underway includes confirming the location and land requirements for stations, transit malls and key intersections; assessing bridges and overbridges along the route; and identifying land needed for depots and park and ride facilities.
